APPROVE PARKING RESTRICTIONS ON NATIONAL STREET FROM 103RD LANE TO 105TH LANE
 
Background
Installation of regulatory signs requires authorization by the City Council.  The City has received a petition for Traffic Management Strategy Implementation regarding parking on National Street between 103rd Lane and 104th Lane (signatures go to 105th Lane).  The petition states that parking by students from Centennial High School often causes difficulty and/or prevention of mail delivery and garbage collection and requests posting restrictions on both sides of the street during school hours.  There are 22 signatures on the petition and 19 of those signatures represent 19 of the 21 residential properties adjacent to National Street between 103rd Lane and 105th Lane.  The issue of parking in the area of Centennial High School has been around for several years.  Issues previously discussed with Council include disturbance and vandalism caused by children congregating in the area, nuisance/inconvenience of parked cars blocking mailboxes, and visibility issues at intersections due to parked cars.  
 
The proposed Council action approves parking restrictions on both sides of National Street from 103rd Lane to 105th Lane during the hours of 7:00 a.m. to 3:00 p.m. on school days.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, the Blaine City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
 
WHEREAS, the City Ordinance requires a City Resolution specifying the placement of regulatory signs; and
 
WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual of Uniform Traffic Control Devices; and
 
WHEREAS, the proposed parking restrictions on both sides of National Street from 103rd Lane to 105th Lane will restrict the use of National Street for parking.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Parking restrictions are hereby authorized to be installed on both sides of National Street from 103rd Lane to 105th Lane, restricting parking from 7:00 a.m. to 3:00 p.m. on school days.
