ACCEPT BID FROM MUNICIPAL BUILDERS, INC. IN THE AMOUNT OF $446,279.00 FOR LIFT STATION NOS. 8 & 12 IMPROVEMENT PROJECT NOS. 13-10 & 14-08
Background
Bids were received at 10:00 a.m., December 4, 2014, for Project Nos. 13-10 & 14-08. A total of five bids, including two alternates, were received ranging from $553,779.00 to $1,811,560.00. The three lowest bidders are as follows:

Bids have been checked and tabulated and it has been determined that Municipal Builders, Inc. of Andover, Minnesota is the lowest bidder. Alternate Bid B for Lift Station No. 13 was higher than anticipated due to by-pass pumping requirements. Staff has talked to contractors and the work on this lift station will not be done until additional design discussions can be held. The three lowest bidders for the Base Bid (Lift Station No. 8) plus Alternate A (Lift Station No. 12) are as follows:

The Engineering Department has worked with Municipal Builders, Inc. on previous contracts. I recommend the low bid be accepted and a contract entered into with Municipal Builders, Inc.
City Council is also asked to approve a 10% contingency to bring the total project budget to $490,906.90. The funding source for this project is the sanitary sewer utility fund and there are sufficient funds to cover these costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project Nos. 13-10 & 14-08, said bids were received on December 4, 2014, opened and tabulated according to law, and the following three lowest Base Bid plus Alternate A were received complying with the advertisement:

AND WHEREAS, Municipal Builders, Inc. of Andover, Minnesota is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Mayor and City Manager are hereby authorized and directed to enter into a contract with Municipal Builders, Inc. for the designated improvements for Lift Stations No. 8 and 12 in the amount of $446,279.00.
2. A 10% contingency is hereby approved to bring the total project budget to $490,906.90 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders. When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned. The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
