Background

 

The plat of Wagamon Ranch was approved earlier this year and grading activities have begun.  The owner of the plat has been speaking with the builders of the single family homes in this plat and has decided to create a clubhouse and outdoor pool for the benefit of the homeowners in Wagamon Ranch.  This is a very popular amenity in many plats in other parts of the metro and all parties involved believe this would be a unique feature to add the benefits of living in the plat of Wagamon Ranch.  In order to facilitate the construction of these amenities, a conditional use permit amendment is required. 

 

The clubhouse and pool are proposed to be located on Lot 1, Block 4 of the plat.  Obviously, this was to be a single family home lot but now will be converted to a lot that will be owned and maintained by the association.  This amenity will be available for exclusive use by the residents of Wagamon Ranch. 

 

Photos of other similar amenities have been provided to give a picture of what the clubhouse and pool will look like.  A site plan, building elevations and floor plans have also been provided. 

 

The clubhouse will be constructed with hardie lap siding, stone, cedar shake siding and cedar timbers.  It will contain bathrooms, a gathering room, kitchen, a fireplace and storage areas.  The pool will be concrete and will have a maximum depth of 5 feet. 

 

Staff recommends approval of this feature for Wagamon Ranch.  The applicant will need to go through the site plan approval process for this use prior to issuance of a building permit.  The administrative site plan approval process will require the submission of a full landscape plan.  Staff recommends additional landscaping (conifer trees) be required between the club house and the lot to the northwest (Lot 2) to provide a better buffer.  Fencing, according to the building code for pools, will also be required. 

 

It should be pointed out that there will be no additional parking stalls constructed for this use, as is typical in other developments that have the pool and are similar in nature.  It is believed that most people will walk to the pool, and if they drive, on street parking will be available. 

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Wagamon Ranch, LLC as Conditional Use Permit Case File No. 15-0038; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on July 9, 2015.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit amendment is hereby approved per Section 29.80 of the Zoning Ordinance to allow for the construction of a clubhouse and outdoor pool for the residents of Wagamon Ranch on Lot 1, Block 4, Wagamon Ranch based on the following conditions:

 

1.                     Site plan approval is required prior to issuance of a building permit for the clubhouse and pool.

2.                     Clubhouse and Pool to be constructed as shown on the attached site plan and building elevations. 

3.                     A landscape plan must be provided for site plan approval that includes additional landscaping (conifer trees) on the northwest side of the clubhouse (adjacent to Lot 2). 

4.                     Staff to approve the type of fencing to be placed around the pool during the site plan approval process. 

5.                     A Site Improvement Performance Agreement and associated financial guarantee will be required prior to issuance of a building permit. 

 

PASSED by the City Council of the City of Blaine this 9th day of July, 2015.
