Executive Summary

Council is requested to approve a contract with Barr Engineering for design of preventative maintenance and minor process improvements to Water Treatment Plant No. 2 (WTP 2), Improvement Project No. 23-20 in the amount of $80,000.00. 

 

Background

The City of Blaine contracted with Barr Engineering on September 21, 2020 to conduct a condition assessment on Water Treatment Plants 1, 2 and 3 to determine the condition of each water treatment plant and its individual components, and identify those elements that need rehabilitation or replacement.  Barr Engineering then developed a Condition Assessment Report of the results and grading for the various components as well as recommendations for renovation improvements at each plant.  This report was used by staff to develop specific projects for each treatment plant and integrate them into the 5-year Capital Improvement Plan (CIP).

 

The 2023 CIP, approved by the City Council, identified a project to complete renovations to WTP 2 that will address numerous architectural, electrical, process, and appearance related elements. The objective of the project is to improve WTP2 interior appearance, perform maintenance upgrades on parts of the plant that are in disrepair, and replace numerous items within the plant that are at or past the end of their useful life. Some of the major components of this project would include:

 

                     Replace corroded and damaged door, window and cabinet hardware throughout the plant.

                     Upgrade electrical wiring, switches and other electrical devices that have degraded over time due to corrosion and exposure to chlorine in the atmosphere of the plant.

                     Replace all propeller style flow meters with magnetic flow meters.

                     Replace all pneumatically operated butterfly valves with new valves and pneumatic actuators that include position indication and a feedback loop to the SCADA system.

                     Move the chlorine addition point from the main filter room into the chlorine feed room to reduce the amount of chlorine being emitted into the filter room.

                     Replace existing flow control valves with new flow control valves.

                     Clean, perform minor surface repairs, and paint all plant surfaces including piping, equipment, tanks, walls, and floors.

                     Make other repairs and upgrades as identified and recommended in the Condition Assessment Report (November 2020).

 

Major process improvements related to filter operation will be undertaken during a later project.

 

Staff has requested a proposal from Barr Engineering to develop the plans, specifications and bidding documents for this proposed project. The attached proposal details the Scope of Work. Barr Engineering is in the council approved engineer consultant pool.  Staff has reviewed this proposal and determined that the fees are justified and reasonable.

 

Strategic Plan Relationship

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high quality drinking water. This action relates directly to the City of Blaine Strategic Plan Item No. 6 - Well Maintained Infrastructure and Desired Outcome - Reliable Utility Systems.  This work will improve the conditions of Water Treatment Plant 2 facilities to meet the system demands, address Code issues, and maintain the quality of the City’s infrastructure.

Financial Impact

The design contract attached is $80,000.00; staff recommends a 10% contingency for the contract to bring the total project budget to $88,000.00.  The total budget appropriated to date for water treatment plant improvements is $3 million; the total project budget is $5.6 million. The current appropriated budget is adequate to cover the contract cost.

Staff Recommendation

By motion, authorize the Mayor and City Manager to enter into a contract with Barr Engineering to design the facility improvements at Water Treatment Plant 2 in the amount of $80,000. In addition, authorize a 10% contingency to bring the total project budget to $88,000 and authorize the City Manager or their designee to sign all change orders up to the authorized project budget amount.
