Title
AMENDING RESOLUTION 01-88 ESTABLISHING A NATURAL RESOURCE CONSERVATION BOARD AND POLICY FOR PROCESS FOR SELECTION, STRUCTURE, FORMAT, AND CHARGE
Background
At the May 7, 2015, Council workshop, Council directed staff to bring forward amendments to allow current Board members and Commissioners the ability to complete their terms should they move from the ward they were appointed to. While membership requirements for Planning Commission and Park Board are contained within the City Code, Natural Resource Conservation Board (NRCB) structure was outlined by resolution and policy when the NRCB was established in 2001. Therefore any amendments would need to be done by resolution.
While outlined in Resolution 01-88, the structure has evolved over time:

In order to be consistent with all Boards and Commissions, staff suggests this resolution be considered only if the preceding ordinance relative to Planning Commission and Park Board residency is adopted.
Recommendation
Staff recommends adoption of the proposed resolution amending structure for current members of the Natural Resource Conservation Board.
Body
WHEREAS, the Natural Resource Conservation Board (NRCB) was established by Resolution 01-88 adopted May 17, 2001; and
WHEREAS, the NRCB structure was outlined in Resolution 01-88 as comprised of 11 members, three representing each council district, a member representing the Park Board, and a member representing the former Citizen’s Environmental Committee, with three City Councilmembers serving as ex-officio members; and
WHEREAS it is the desire of the Council to allow current NRCB members who move from the council election ward they were appointed to shall be allowed to complete their term with the approval of the Mayor and the two Councilmembers from the council election ward they moved from.
WHEREAS it is the desire of the Council that should a current NRCB member move outside the City their term shall end immediately.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that a resolution is hereby approved amending the attached policy for process for selection, structure, format, and charge of the Natural Resource Conservation Board.
