The Planning Commission voted unanimously to approve the Conditional Use Permit. Pastor Wayne Felton, pastor of The Holy Christian Church International, spoke on the church’s behalf at the public hearing and explained the church’s mission and operations.
Background
The Holy Christian Church International, currently located in St. Paul, is proposing to occupy an existing building in the Pheasant Ridge Industrial Park. The building is the former home of Parametric Technology. The new church facility would accommodate a sanctuary and dedicated lobby spaces, classrooms, offices and multipurpose gathering places. Churches are allowed in the PBD (Planned Business District) zoning district with the issuance of a conditional use permit.
The church proposes to occupy a 92,350 square foot building that was constructed in 2008. Please see the narrative the church has submitted as part of the application. The following items summarize the church’s request:
• This location would be the global headquarters for the church.
• The church has 1,000 congregants and there will be seating for 750 within this new building.
• The church hosts an annual “convocation” that draws religious leaders from all over the world for continuing education.
• Multi-purpose rooms will be established for music rehearsals, programming purposes and adult and children’s ministry. Only a portion of the building will remain unused at this time, as this will allow for further expansion in the future.
• High traffic days will be on Sundays, when most other businesses in the industrial park will be less active. Activities would vary throughout the week that generate additional parking needs.
The site has adequate parking for the use of the building as a church with a Sanctuary, offices and multipurpose rooms.
It should be noted that if the church deviates from its proposed uses as described in the narrative submitted for this application, a conditional use permit amendment will be required. In addition, there can be no sleeping accommodations created in this building for the use during the “convocation” event or at any other time.
The applicant must obtain a certificate of occupancy from the City prior to occupying this building.

WHEREAS, an application has been filed by MN13 Blaine LLC (The Holy Christian Church International) as Conditional Use Permit Case File No. 20-0033; and
WHEREAS, said case involves the land described as follows:
LOT 1A BLOCK 1 CSM LEXINGTON 3RD ADDITION
WHEREAS, a public hearing has been held by the Blaine Planning Commission on November 10, 2020; and
WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and
WHEREAS, the Blaine City Council has reviewed said case on December 7, 2020.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per 30.52 (m) of the Zoning Ordinance to allow to occupy and operate a church in a PBD (Planned Business District) zoning district based on the following conditions:
1. The church is limited to the proposed use as described in the narrative submitted with the application for the conditional use permit. No sleeping accommodations can be created in this building for use during the “convocation” event or at any other time.
2. If the church deviates from the use as described in the submitted narrative, a conditional use permit amendment will be required.
3. The City will monitor traffic levels and patterns for the church and reserves the right to require the church to provide on-site traffic management should the need arise at some point in the future.
4. Temporary uses, such as outdoor events, are not permitted without a specific CUP Amendment or Special Events License.
5. Permanent signage requires a separate sign permit approval process.
6. The applicant must obtain a certificate of occupancy from the City prior to occupying this building.
