Executive Summary
Community Standards is seeking approval to purchase the Fire Inspection vehicle which was approved in the 2022 Capital Equipment budget.
Background
In the adoption of the 2022 Capital Budget, on December 20, 2021, Council appropriated funding for this vehicle in the Capital Equipment Plan. This vehicle is for the new Fire Inspector position that was filled in 2021. However, by the time the budget was adopted the window to order vehicles had closed for the 2022 models due to parts and supply issues and the manufacturer limited how many vehicles would be manufactured. As a result, ordering this vehicle had to wait until late 2022 when the 2023 models were available. The window to order the 2023 models is currently open but unknown for how long.
In preparing for the 2022 capital budget (in 2021) the base price used for budget purposes was for a 2021 model with the expectation there would be a slight increase for the 2022 model, which was taken into consideration at the time. Unfortunately, having to wait to order a 2023 model has resulted in a 30 percent increase to the base price of the vehicle alone. The amount requested and approved for the 2022 Capital Budget was $39,300 for vehicle, associated equipment and set-up. However, the price for just the 2023 model vehicle is $44,819. With increases in the set-up costs, graphics, and response equipment, Community Standards is requesting Council to approve an appropriation of $55,000 for the total cost of this vehicle.
To offset the additional costs the Police Department had been approved to purchase two CSO vehicles, but due to lack of availability only one vehicle was available to purchase. The funds appropriated for the second CSO truck would be reallocated to fund the purchase of the Fire Inspector Vehicle, thus eliminating the need to appropriate additional funding to the 2022 capital budget.

Financial Impact
Due to the extreme increases in vehicle costs and associated equipment Community Standards is asking Council to approve the use of the funds already approved in the 2022 capital budget for Community Standards of $39,300 and the reallocation of additional funds appropriated for the Police Department’s 2022 capital budget in the amount of $15,700 for a total of $55,000 to purchase and equip a Fire Inspector vehicle for the inspector hired in 2021.

By motion, authorize the purchase of a 2023 Ford Interceptor Utility vehicle and associated equipment for the Community Standards Department for a total of $55,000.
