Executive Summary

A change to the means of communication is necessary to prepare the various Utility sites for the security system upgrades awarded to Pro-Tec Security at the April 6, 2020 City Council meeting. 

 

Background

Staff has attempted to utilize the SCADA communication network for data and information related to the security systems.  In testing the SCADA system, it was determined that the response time through that network could not be achieved to a level necessary for the security software to properly communicate.  Staff have investigated options and determine that using a cellular router is the most feasible method of achieving this.

 

Pro-Tec was asked to provide the cost to install the necessary routers, installation, and programming to use with the security systems.  The Water Utility well-house sites only require a small price adjustment after deleting previous items.  The seventeen Sewer Utility lift station locations are significantly higher.

This action relates directly to the City of Blaine Strategic Plan Priority Item No. 6 - Well Maintained Infrastructure.

Financial Impact

Funding will be from the respective Water Enterprise and Sewer Enterprise Funds.

Water Fund Expense:                                                               $    1,407.84

Sewer Fund Expense:                                                               $  25,634.38

                                                                                                                              $  27,042.22

 

City Council is also asked to approve a 10% contingency to bring the total change order to $29,750.00.

 

Sufficient reserves are available in the Water and Sewer Funds to complete this work within the overall improvement projects for each component.

Staff Recommendation

By motion, approve a Change Order in the amount of $29,750 and authorize the Director of Public Works to sign said Change Order.
