APPROVE JOINT POWERS AGREEMENT NO. C0004793 WITH ANOKA COUNTY FOR RECONSTRUCTION OF 125TH AVENUE (CSAH 14) FROM RADISSON ROAD TO 1000 FEET EAST OF HARPERS STREET, CITY IMPROVEMENT PROJECT NO. 13-14

Background
In 2013, the City of Blaine and Anoka County agreed to start the process to jointly reconstruct 125th Avenue from Radisson Road to Harpers Street. There have been two project open houses and several project updates at Council Workshops in 2014. The design is complete and project construction bids were received on December 1, 2015. The County is now completing right of way acquisition in preparation of construction in early 2016.
The design for the road is based on both the needs of today and future traffic demands. The project involves reconstructing the existing 2-lane roadway into a new 4-lane divided roadway with medians, curb and gutter and pedestrian trail on the south side of the road. The project also involves the installation of traffic signals at the intersections of Cloud Drive and Harpers Street, with modifications to the signal at Radisson Road.
Public information meetings were held in July and November of 2014. The County has provided every property owner with a packet of information and has met with or talked to, on an individual basis, property owners with concerns and questions. The Environmental Assessment has been completed and the required public hearing was conducted.
Project bids were received on December 1, 2015, with the lowest bid being submitted by North Pine Aggregate at a construction cost of just over $8.74 million. Anoka County has prepared a Joint Powers Agreement (JPA) based on their cost participation policy. The City is being asked to pay for a portion of curb and gutter, a portion of traffic control, a percentage of storm drainage improvements based on contributing area, the trail on the south side of the road, turn lanes required for development, a portion of the traffic signal work at Radisson Road, Cloud Drive, and Harpers Street, and several items associated with the trail as shown in the attached memo. The total estimated construction cost to the City is $2,085,354. The City is also responsible for 6% County construction engineering costs (typically 8% but the City has been asked to provide one project inspector) and right of way costs for trail construction. The City is receiving a prorated share of the design cost back that was attributed to the county, which brings Blaine’s total project costs to $2,689,992.
The JPA also spells out future maintenance obligations of the City to include storm sewer and detention basins, bituminous trail, crosswalk pavement markings at all City streets, street lights, luminaries and EVP systems on traffic signals, and ongoing electrical costs for street lights and traffic signals.
Recommendation
By motion, approve the resolution.
Body
WHEREAS, the County of Anoka and the City of Blaine desire to jointly cause the improvements of reconstructing 125th Avenue from Radisson Road to 1000 feet east of Harpers Street for the benefit of the traveling public; and
WHEREAS, Minnesota Statutes Section 471.59 authorizes the County of Anoka to enter into an Agreement with the City of Blaine to provide for the reconstruction of 125th Avenue for the joint exercise of powers common to each; and
WHEREAS, said Agreement details the responsibilities of the County of Anoka and the City of Blaine as to the costs associated with the design, construction and related activities of the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. Joint Powers Agreement No. C0004793 between the County of Anoka and the City of Blaine with regards to the reconstruction of 125th Avenue is hereby approved.
2. The Mayor and City Manager are hereby authorized and directed to execute said agreement.
