INITIATE PROJECT FOR THE REALIGNMENT OF THE WEST CENTRAL AVENUE SERVICE ROAD FROM 85TH AVENUE TO APPROXIMATELY 600 FEET NORTH, IMPROVEMENT PROJECT NO. 13-26
 
Background
 
At the October 24, 2013 Council retreat, Council directed staff to begin a project to realign the West Central Avenue Service Road at 85th Avenue.  The existing intersection at 85th Avenue is very close to the 85th Avenue and Highway 65 intersection, creating conflicts and functionality issues in the intersection.  The realignment would move the service road and 85th Avenue intersection to the west, where a stub street has already been constructed for this purpose as a part of the Kwik Trip site construction.  Approximately 600 feet of the original service road north of 85th Avenue would be removed as a part of this project, improving the function of the 85th Avenue and Highway 65 intersection.
 
To construct this project, right of way will need to be obtained from the property owner north of the existing new road stub.  The remaining parcels that will be impacted are owned by the City of Blaine Economic Development Authority.
 
Staff is recommending the realignment of the West Central Avenue Service Road from 85th Avenue to approximately 600 feet north.  The proposed project would be funded by utilizing pooled TIF funds.
 
If approved, this Resolution initiates the proposed West Central Avenue Service Road Improvement.
 
Recommendation
By motion, approve the Resolution.
 
Body
 
WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and
 
WHEREAS, the City Council has determined that it is in the public interest to realign the West Central Avenue Service Road north of 85th Avenue in a logical and cost-efficient manner; and
 
WHEREAS, the City Council proposes to initiate a street improvement project for the West Central Avenue Service Road from 85th Avenue to approximately 600 feet north.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to prepare construction plans and specifications, put the project out for bid and bring the results of the bidding process back to the Council for award of a contract.
