DECLARE COST TO BE ASSESSED, ORDER PREPARATION AND CALL FOR HEARING ON PROPOSED ASSESSMENT FOR LEVER STREET AREA RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 18-16

 

Background

Improvement Project No. 18-16 included reclaiming existing bituminous pavement and adding curb and gutter, and additional storm sewer catch basins and piping along 103rd Lane, National Street, 104th Avenue, 104th Lane, Rockney Street, Quito Street and 101st Lane. Lever Street improvements included reclaiming of existing bituminous pavement and curb and gutter replacement, storm sewer installation, spot curb and gutter replacement, and spot sidewalk replacement. Ball Road included reclaiming existing bituminous pavement and added ribbon curb.

 

Sanitary sewer castings and hydrants were replaced and watermain gate valves were adjusted within the roadway improvement area.

 

The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was 5,082,071.00.

 

The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the total cost, the amount to be assessed is $1,003,725.38. The Public Utility Fund will contribute $205,372.89 for water and sewer improvements.  Municipal State Aid System (MSAS) funds will contribute $1,000,000.00 and Pavement Management Program funds will contribute $1,871,509.60.

 

Recommendation

By motion, adopt the resolution.

 

Body

WHEREAS, a contract was entered into for storm drainage improvements, concrete curb and gutter, concrete sidewalk, asphalt surface, signage, striping and related and appurtenant construction in the following described area:

 

Ball Road from 104th Avenue alignment to Lever Street, Lever Street from Ball Road to North Road, 103rd Lane from Lever Street to Sunset Avenue, National Street from 103rd Lane to 105th Lane, 104th Avenue from National Street to Sunset Avenue, 104th Lane from National Street to Rockney Street, Rockney Street from 104th Avenue to 104th Lane, 101st Lane from Quito Street to Sunset Avenue and Quito Street from North Road to 101st Lane.

 

AND WHEREAS, the construction cost for such improvement is $3,350,560.22 and the expenses incurred in the making of said improvements amount to be $730,047.65 making the total cost $4,080,607.87.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The total cost of such improvement is hereby declared to be $4,080,607.87

 

2.                     The amount to be assessed is hereby declared to be $1,003,725.38.  The Public Utility Fund will contribute $205,372.89.  MSAS funds will contribute $1,000,000.00.  

 

3.                     Assessments shall be payable in annual installments extending over a period of fifteen (15) years, the first of the installments to be payable on or before the first Monday in January 2021, and shall bear interest at the rate of three and five tenths percent (3.5%) per annum from the date of the adoption of the assessment resolution.

 

4.                     The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.

 

5.                     The City Manager has notified the City Council that such proposed assessment has been completed and filed in her office for public inspection.

 

6.                     A hearing shall be held on the 18th day of May, 2020, in the Council Chambers at the Blaine City Hall at 7:30 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

 

7.                     The City Manager shall give published and mailed notice of such hearing as required by law.
