Background
Independent School District #11 is proposing to construct two separate additions.  The proposed north addition (6,784 s.f.) will include four classrooms and a mechanical room. The proposed east addition (11,333 s.f.) is proposing to have eight classrooms and a mechanical room.   
The proposed additions will allow space to house new kindergarten students that were mandated by Minnesota Legislature to provide all day/everyday kindergarten.  Also, the new space will replace aging portable classrooms that exist on the east side of the site.  New space will be created for a special education program and create better classroom space throughout the school.  Jefferson Elementary has a student population of approximately 700 students and is predicted to remain at this level.
The facility as proposed will meet all the setbacks for conditional uses in the R-1(Single Family) Zoning District.
The Fire Department requires an access loop/turn around that would provide access to the east side of the building (Plan A).  Plan A also includes the construction of 14 parking stalls within the turnaround.  
The School District is aware of some site concerns with parent drop-off/pick-up.  
A plan was developed (Plan B) to include the required turn around as a parent drop off/pick up.  Plan B would also include the relocation of the existing south parking  lot (44 stalls).  The proposed new parking lot would include 46 stalls plus the 14 stalls constructed in the turnaround.  This plan would provide a new access off of 113th Avenue NE.  The new access would separate parent pick-up/drop off from school busses.  The access drive and loop would provide car stacking and would relieve traffic and stacking/parking on Jefferson Street.  School busses would continue to load/unload in the front loading area (west).
Plan B is being bid as an alternate because of poor soil conditions underneath the proposed access and parking location.  If the alternate bid comes in such that enough funds are available, the district will accept Plan B and build that as part of the project.  If not, the District is interested in pursuing as soon as money becomes available.
A neighborhood meeting was held on November 5th to provide the neighborhood an opportunity to discuss and view the proposed plans.  There were no neighbors in attendance at the meeting.
Recommendation
By motion, approve the Resolution.

      WHEREAS, an application has been filed by Anoka Hennepin Independent School District #11 as conditional use permit Case File No. 13-0058; and
      WHEREAS, the Blaine City Council has reviewed said case on December 5, 2013.
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Section 29.34(c) of the Zoning Ordinance to allow for a 12 classroom Addition (18,207 Square Feet) onto the North and East sides of the existing school and a parking lot/turnaround addition on the south side of the school at 11331 Jefferson Street NE based on the following conditions:
1.      The applicant to obtain site plan approval, meeting all grading, landscaping, building, and fire code requirements prior to any site work. A permit is needed from the Coon Creek Watershed District prior to a building permit being issued.
2.      Any trees removed for the construction of the building or access drive must be relocated on the site. A landscape plan identifying the removals/relocations must be submitted prior to a building permit being issued for the addition.
