Title

AUTHORIZE CITY MANAGER TO ENTER INTO CONTRACT WITH RLP SERVICES, LLC FOR THE HIDDEN LAKES ESTATES STORM DRAINAGE AND WATER QUALITY IMPROVEMENTS IN ACCORDANCE WITH QUOTE DATED OCTOBER 20, 2011, IMPROVEMENT PROJECT NO. 04-11

 

Background

There is an existing storm drainage treatment area immediately east of Our Saviors Church and south of Woodland Drive that has had a history of erosion issues.  Originally this area was created to treat stormwater runoff from the Hidden Lakes Estates development and 92nd Circle.  A 2001 expansion of the Our Saviors Church parking lot and rear driveway involved placing a 36” culvert under the driveway which directed additional storm water runoff from the storm sewer in Woodland Road to this area.  This combined volume of runoff is more than the storm drainage treatment area and its culvert outlet were designed to handle.  As a result, significant erosion has occurred in the area and the outlet culvert has failed.

 

The proposed project would restore the eroded areas and construct a berm and rock weir to create a storm water treatment area for the runoff from the 92nd Circle/Hidden Lakes Estates.  A separate channel, bypassing this treatment area, would be constructed to carry the storm water runoff from the 36” culvert under the church driveway.  Erosion protection measures will also be installed to help prevent any future erosion issues.

The Engineering Department requested quotes from three contractors.  Quotes were received as follows:

 

RLP Services, LLC                     $9,446.50

Kevin Casey, LLC.                     $10,162.00

Larson Contracting, Inc.                     $12,735.00

 

It is recommended that a contract be entered into with RLP Services, LLC in a not-to-exceed amount of $9,446.50 in accordance with their quote dated October 20, 2011.  City Council is also asked to approve a 10% contingency to bring the total project budget to $10,391.15.  The project will be funded by the Stormwater Utility Fund, and there are sufficient funds to cover these costs.

 

Recommendation

By motion, authorize City Manager to contract with RLP Services, LLC for the Hidden Lakes Estates Storm Drainage and Water Quality Improvements.
