Title
APPROVAL OF CLASSIFICATION AND SALE OF TAX FORFEIT PROPERTIES WITHIN THE CITY OF BLAINE
 
Background
The Anoka County Board of Commissioners is commissioned by statute to offer for sale tax forfeit properties in the county.  The County Board approved Resolution No. 2012-154 on October 23, 2012, classifying certain non-conservation forfeit lands in Anoka County, specifically three parcels in Blaine.
 
Should the City desire to acquire any parcels of land within the City, a request must be filed within sixty (60) days.  The County Board will then withhold the parcel or parcels from sale for six (6) months.  If the City fails to acquire the property within the withholding period, the county may offer it for sale upon expiration of the withholding period.
 
The City is requesting that the following parcel not be withheld from public sale:
 
PIN# 23-31-23-32-0004 is a parcel that is landlocked and there is no other abutting forfeit parcel to combine it with.
 
The City is requesting that the following parcels be withheld from public sale:
 
PIN# 11-31-23-44-0001 is a parcel that is adjacent to a City owned property and the City as well as the Natural Resources Conservation Board has a strong public interest in this property.
 
PIN# 11-31-23-44-0005 is a parcel that is adjacent to the above-listed parcel which is adjacent to a City owned property.  The City as well as the Natural Resources Conservation Board has a strong public interest in this property.
 
The Special Assessments Clerk has done a search on all the above-listed parcels and concludes with the following:  
 
PIN# 23-31-23-32-0004 has a special assessment in the amount of $3,900.80 before forfeiture;  
 
PIN# 11-31-23-44-0001 has no special assessments due; and
 
PIN# 11-31-23-44-0005 has the following special assessments due:  $198.69 before forfeiture, $50.83 after forfeiture and $203.32 in special assessments not previously certified.
 
Recommendation
By motion authorize approval of the classification and sale of tax forfeit properties pursuant to Minnesota Statutes 282.01, Subdivision 1, subject to the exception of those properties the City desires to acquire as entire parcels.
