ACCEPTING THE PROPOSAL FOR THE 2012 FIREWORKS SHOW FROM HOLLYWOOD PYROTECHNICS.
 
Background
A Request for Proposal (RFP) for a fireworks show has been mailed to three fireworks companies and two responded.  The RFP requirements were:
1.      The show must be 30 minutes long.
2.      The show must have at least one or more shells in the air at all times.
3.      The show must be conducted with a 600' area radius.
4.      The size and description of each shell proposed must be listed.
5.      The total number of effects and materials used by size must be listed.
6.      A show program must be provided that describes in detail an opening barrage, main program, special effects and grand finale.
7.      A statement of acceptance to use the City of Blaine's Fireworks Contract, that requires the Company to be responsible for the inspection of the drop zone and removal of unexploded fireworks.
8.      Provide five references located around the metropolitan area.
9.      All costs associated with the show including labor, equipment, shells, permits, etc must
      not exceed $25,000.00
 
The proposals were reviewed by a staff team consisting of representatives from police, fire and parks. Staff recommends the Council accept the proposal from Hollywood Pyrotechnics for the following reasons:
1.      The company met the RFP requirements and proposed the most aerial shells (1,854).    
2.      Hollywood Pyrotechnics was contracted the last three years and received positive reviews.
3.      Excellent references were received for both safety and fireworks display.  
4.      The City is receiving a $500 discount from Hollywood Pyrotechnics for being a 4th year customer.
 
The cost for the fireworks show is in the approved 2012 Park and Recreation contractual services budget.
 
 
Recommendation
      By motion, accept the proposal for the 2012 fireworks show from Hollywood Pyrotechnics in the amount of $24,500.00.  In addition, the City Manager is authorized to enter into a contract with Hollywood Pyrotechnics for this fireworks show.
