Executive Summary
Council is asked to approve a massage enterprise license to BAK Blaine, LLC dba Salons by JC. This license will allow the applicant to provide massage therapy services at their business location.
Background
Brent Koughan has submitted an application for a therapeutic massage enterprise license for BAK Blaine, LLC dba Salons by JC, located at 11820 Ulysses Street NE #100. The applicant has met the licensing requirements by submitting all necessary forms and paying the associated fees. The Blaine Police Department is in the process of conducting a background investigation on Mr. Koughan and his partners Nick Ardito and Paul Edwards. Issuance of the license is contingent upon successful background investigation of all partners.
If approved, the total number of massage enterprises in Blaine will be nine, allowing for one more available license before the cap of ten (10) is reached. This license, if approved, would be valid for the 2022 calendar year and eligible for renewal in December. All therapists who will be employed at this new enterprise will be required to obtain separate licensing as well.
