Background
In 2004, the City of Blaine entered into a joint agreement with the United States Department of Agriculture (USDA) to assist in controlling and monitoring the goose population within a several mile radius of the airport in Blaine.  Other partners in this agreement are the Metropolitan Airports Commission (MAC), the National Sports Center (NSC), and the Tournament Players Club (TPC).
 
The amount of the City's contribution for this program is unchanged since 2004 of an amount up to, but not exceeding, $10,000.  The program consists of staff and volunteers identifying nests, oiling eggs so they do not hatch and rounding up geese to be moved to different locations.
 
Recommendation
By motion, authorize payment by City Manager to USDA, APHIS in an amount up to, but not exceeding, $10,000.
