APPROVING THE 2020 COMPENSATION PLAN

 

Background

The City Council annually approves a compensation plan. The proposed plan for 2020 is attached. Changes for 2020 include items as listed and described below:

 

The authorizing resolution provides for reimbursement of mileage at the rate set per IRS guidelines.

 

The proposed 2020 Compensation Plan provides a 3.00% wage adjustment for non-union personnel. Staff continues to work with Gallagher Benefits Services on the classification and compensation study. Based upon the results of the study and Council direction, a new classification and compensation system will be finalized and implemented within the first half of 2020.  Upon implementation the new classification and compensation system will take the place of the proposed 2020 Compensation Plan as attached.

 

Section IV.  Insurance

Non-union employees participate in the LOGIS Health Care Program. The 2020 City contribution will be $1,290 per month for all full-time employees who elect health insurance to purchase benefits under the City’s cafeteria plan. The 2020 City contribution will be $667.50 per month for full-time employees who waive health insurance ($615.50 for those who elect MNSure) to purchase benefits under the City’s cafeteria plan. The City’s contribution for those who elect or waive health insurance is pro-rated based upon hours worked.

Section VI.  Holidays

 

Blaine City Code provides for nine paid holidays, one floating holiday and one floating holiday to be designated by the City Manager. The City Manager’s designated holiday for non-union personnel for 2020 is November 27th.

 

The number of holidays for non-union employees is consistent with the police and public works employees.

 

SECTION  X.                     Employee Recognition

The City Council believes it is important to recognize employees for their hard work and contributions.  The public purpose for employee recognition programs is to recognize employee accomplishments in a manner that encourages productivity, creativity, and good morale.  A formal employee and volunteer recognition program will be developed, in line with governing state statutes, council goals, and sound fiscal and human resources principles.

 

Recommendation

By motion, adopt the Resolution approving the 2020 Compensation Plan for all non-union employees.

 

Body

WHEREAS, Section 58-12 of the City Code requires the City Manager to present a Compensation Plan for City employees covered by Blaine City Code, Chapter 58, not to include employees covered by collective bargaining agreements; and

 

WHEREAS, the City Manager has presented the City Council with said Compensation Plan per Section 58-12 for calendar and budget year 2020, which Compensation Plan is attached hereto and hereby made a part of this Resolution; and

 

WHEREAS, sufficient funds have been appropriated in the adopted 2019 Annual Budget to implement the recommended Compensation Plan and such other matters of compensation as herein specified.

 

                     NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of

Blaine as follows:

 

1.                     That the 2020 Compensation Plan attached hereto and made a part hereof is approved per Section 58-12 of the Blaine City Code.

 

2.                     That the Natural Resources Conservation Board, Park Board, Planning Commission and Traffic Commission members shall be compensated at the rate of $60 per meeting attended and the chair $75 per meeting, not to exceed two meetings per month for the Natural Resources Conversation Board, Planning Commission and Traffic Commission and one meeting per month for the Park Board.

 

3.                     That the City Councilmembers and City employees using their own automobiles for approved work-related business shall be compensated at the mileage rate set per IRS guidelines.
