INITIATE PROJECTS FOR THE PAVEMENT MANAGEMENT PROGRAM - 2019 STREET RECONSTRUCTION PROJECTS

Background

Staff is proposing a project to reconstruct various streets throughout the city as shown on the enclosed map.  These streets have all reached the end of their useful lives and need reconstruction.  The streets consist of a variety of types; residential streets with concrete curb and gutter, bituminous curb or no curb and rural streets with ditches and no curb and gutter.  As a result, the method of reconstruction will vary between the streets and will be further explained in the feasibility reports.

Staff is recommending that the 2019 street reconstruction projects be composed of the following city streets as shown on the enclosed map:

•                     Jefferson Street from 119^th Avenue to 104^th Court

•                     105^th Avenue from Jefferson Street to University Avenue

•                     115^th Avenue from Jefferson Street to Tyler Street

•                     Quincy Street from 115^th Avenue to 113^th Avenue

•                     Tyler Street from 115^th Lane to 113^th Avenue

•                     Clover Leaf Parkway from TH 65 to 99^th Avenue

•                     Lincoln Street and Ulysses Street in Aquatore Park

•                     93^rd Lane from TH 65 to Isanti Street

•                     Baltimore Street from 105^th Avenue to approximately 575 ft north of 105^th Avenue

•                     Aberdeen Street from 117^th Avenue to 125^th Avenue

•                     Ulysses Street from Paul Parkway to approximately 750 ft south of 125^th Avenue

•                     Buchanan Street from Paul Parkway to 123^rd Avenue

•                     Quail Creek Parkway from Radisson Road to Palisade Court

The above streets will not be grouped into one single project.  Staff will group the streets into multiple separate projects, taking into account such factors as type of reconstruction needed and location.  Feasibility reports will then be prepared for each separate project.

The proposed projects would be funded through a combination of assessments to benefitting properties, State Aid funds and the Pavement Management Program (PMP) capital improvement plan funds.

If approved, this resolution initiates the proposed 2019 street reconstruction projects and orders preparation of feasibility reports.

Recommended Council Action

By motion, approve the Resolution.

Body

WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and

WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and

WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and

WHEREAS, the City Council proposes to initiate multiple projects of street reconstructions on various streets throughout the City; and

WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with Feasibility Reports and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
