Background
The Spring Lake Park (District 16) administration has asked the City to consider an amendment to their Westwood School site approval to allow them to construct a new site access onto Jefferson Street for bus access. The current site access on 91st Avenue would remain as a pedestrian and passenger vehicle access. This would allow the district to better separate bus and general vehicle traffic. The need for this is growing as the student population continues to rise along with larger numbers of students being dropped by parents.
The district staff will be present at the City Council meeting to make a presentation on the proposal and to answer questions. Notice was sent to the neighborhood about the proposal and City Council meeting.
Recommendation
By motion, approve the Resolution.

Body
WHEREAS, an application has been filed by Independent School District #16 as Conditional Use Permit Case File No. 14-0056; and
WHEREAS, the Blaine City Council has reviewed said case on October 16, 2014.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 29.30 of the Zoning Ordinance to allow for a second entrance onto Jefferson Street for Westwood Intermediate and Westwood Middle School based on the following conditions:
1. Site Plan Approval required prior to any site work.
2. New Jefferson Street access to be used for bus only.
3. Maintaining the pedestrian access from Jefferson to be part of the site plan details.
