Title
AMENDING RESOLUTION 12-126, AWARDING BIDS FOR IMPROVEMENTS AT BLAINE COURTS AND CLOVERLEAF COURTS SENIOR FACILITIES FOR WHICH BIDS WERE RECEIVED AND AUTHORIZE STAFF TO SEEK QUOTES FOR REMAINING IMPROVEMENTS
 
Background
On September 20, 2012 City Council passed Resolution 12-126, Awarding bids for improvements at Blaine Courts and Cloverleaf Courts. Staff has discovered that sales tax was inadvertently left off of the original resolution that was passed by City Council, and that the numbers in the Resolution do not correspond correctly to the information that was presented to Council. The total amount of sales tax is $3,075.94, bringing the total bid amount to $146,590.65. The amended total amounts in the Resolution reflect the correct amounts as presented to Council in the background material on September 20th and include the sales tax.
 
On January 19, 2012, the City Council passed Resolution 12-012 authorizing the expenditure of excess Community Development Block Grant (CDBG) funds for interior and exterior improvements to both of the City-owned senior buildings, Blaine Courts and Cloverleaf Courts. The total estimated amount for the project is $202,498.00 and was approved by the council.
 
Bids were received at 10:00 a.m., September 18, 2012, for the Blaine Courts and Cloverleaf Courts project.  No bids were received for the entire project; however several bids were received for portions of the project. They were as follows:

Bids have been checked and tabulated, and it has been determined that MCM Interiors LLC, Metropolitan Mechanical Contractors, and Omann Brothers Paving were the lowest bidders for the portions of the project which bids were received. Staff recommends accepting those bids in the amount of $143,514.71  $146,590.65 (Construction cost estimates for these bids total $159,202.00) and contracts be entered into for the following projects:
Blaine Courts
Lobby Wallpaper and Hospitality Grade Furniture and Fabric Replacement
Forced Air Unit Replacements
Parking Lot Overlay and Drainage Project
 
Cloverleaf Courts
Community Room Hospitality Grade Furniture and Fabric Replacement
Boiler Reset Controls and Emergency Shut Offs
 
Staff is also seeking authorization to solicit quotes from selected vendors for items which no bids were received and to enter into contracts for those improvements.
 
Recommendation
By motion, approve the amended resolution
 
Body
WHEREAS, pursuant to a request for bids for the Blaine Courts and Cloverleaf Courts project, said bids were received on September 18, 2012, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

WHEREAS, the forced air/air conditioning units at Blaine Courts are over twenty (20) years old therefore, staff is recommending the council includes the add/alternative of installing new air condition components at the same time as replacing the forced air units at the amount of $12,900.00;
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Mayor and City Manager are hereby authorized and directed to enter into a contract with the following vendors for designated improvements in the amount of $143,514.71 $146,590.65:
 
MCM Interiors LLC
Metropolitan Mechanical Contractors
Omann Brothers Paving
 
2.      The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
 
BE IT FURTHER RESOLVED that staff is authorized to seek quotes from selected vendors for items which no bids were received and contract for the improvements.
