Background
The National Sports Center has reached an agreement with Northern Educate to provide K-12 education classes as part of an academic/hockey academy. The school would be consistent with the typical academic calendar and would operate from space created within the Schwan Super Rink.
The school would propose to operate as follows:
ยท Classes utilize on-line learning with instructors and tutors providing supervision and academic assistance. |
Occupancy of the new space could generate up to 560 students (the CUP threshold has been recommended at not more than 300 students). |
80-90 students expected in the 1st year (2013-2014). |
Classes are held in 4 hour segments with opportunity to skate/play hockey the balance of the day. |
All students are commuting for the day (no on campus housing). |
Parking, access, traffic concerns are minimal given the size and volume of the NSC campus. |
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by Northern Educate Hockey Academy as conditional use permit Case File No. 13-0043; and
WHEREAS, the Blaine City Council has reviewed said case on July 11, 2013.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Section 30.52(c) of the Zoning Ordinance to allow for operation of a K-12 school inside the Schwan Super Rink at 1850 105th Avenue NE based on the following conditions:
- Total daily student enrollment limited to not more than 300 students.
- New space to meet all building and fire requirements and a Certificate of Occupancy must be obtained prior to use.
- The CUP does not authorize on-campus residency.
