APPROVE CHANGE ORDER NO. 1 IN THE AMOUNT OF $61,486 FOR THE WOODLAND VILLAGE PUBLIC IMPROVEMENTS - SIDEWALK, TRAIL, AND STREET OVERLAY (IMPROVEMENT PROJECT NO. 11-20)
 
Background
After accepting quotes for the improvements for Woodland Village, City Staff went out to do field inspections for removals of bituminous base repairs.  This is checking for poor spots in the base course pavement that need to be corrected before the wear course can be put down.  During this field inspection it was realized that the required repairs were significantly above the plan amounts.  The contractor, Northwest Asphalt, Inc. has agreed to modify it's pricing to reflect the change in quantity.  This change order is an increase of $61,486 that will amend the contract amount to $395,249.30.
 
On November 3, 2011, Council approved Resolution No. 11-154 that authorized an agreement with Woodland Development for utilization of the $800,000 of performance bond proceeds for completion of development requirements of the Gardenwood Development.  The attached summary indicates with the encumbered funds, there is approximately $6,000 of performance bond funds remaining.   It is recommended that the remaining funds be used to pay a portion of the City Engineering cost for construction inspection, therefore a contingency has not been included for this project.  
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, there are significant increases in bituminous patching quantities, which if not done would reduce the life of the street; and
 
WHEREAS, the City of Blaine desires a quality long lasting product, and
 
WHEREAS, the Contractor for the Woodland Village Public Improvements is willing to perform the work at reduced unit prices.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Change Order No. 1 amending the Woodland Village Public Improvements contract between Northwest Asphalt, Inc. and the City of Blaine in the additional amount of $61,486 for a total contract amount of $395,249.30 is hereby approved.
 
2.      The City Engineer is hereby authorized and directed to execute said Change Order No. 1.
