Title
AUTHORIZE CITY MANAGER TO ENTER INTO FIVE-YEAR CONTRACT WITH E.G. RUD & SONS, INC. FOR STORMWATER POND SURVEYS
Background
Since 2008 the City has surveyed its stormwater ponds to determine the need for maintenance excavation. Twenty percent of the ponds are surveyed each winter under frozen conditions to facilitate the ease of working over the water. E.G. Rud & Sons, Inc. has performed the work with their bid being the lowest each year. The city has been divided into five regions with about 54 ponds in each region. All ponds have been surveyed once providing a base line of data. Ensuing surveys will be compared to the previous work to see if pond depths have changed to a point where excavation is necessary. E.G. Rud has provided a proposal with a per pond cost for the next five year cycle of surveys. The average cost per year over the five year period is $25,943 and is included in the stormwater budget approved by Council for 2013. The experience, familiarity and base line work compiled in the past five years by Rud will provide the City with the most accurate and cost efficient data collection over the course of the next five years. Currently, conditions are suitable for the work. We hope to complete the surveys soon in case ice conditions become unsafe early as they did last year.
Recommendation
By motion, authorize the City Manager to enter into a contract with E.G. Rud & Sons, Inc. for the next 5 year cycle of stormwater pond surveys.
