AMENDING RESOLUTION 01-88 ESTABLISHING A NATURAL RESOURCE CONSERVATION BOARD AND POLICY FOR PROCESS FOR SELECTION, STRUCTURE, FORMAT, AND CHARGE
Background
After receiving many qualified applicants for the 2016 Mayoral appointments to the Natural Resources Conservation Board (NRCB), Council directed staff to bring forward an amendment to expand the existing NRCB structure to include one additional at-large member for a two-year term.
While originally outlined in Resolution 01-88, the NRCB structure has evolved over time:

Recommendation
Staff recommends adoption of the proposed resolution amending the current structure of the Natural Resource Conservation Board to include one additional at large member for a total of 10 members.
Body
WHEREAS, the Natural Resource Conservation Board (NRCB) was established by Resolution 01-88 adopted May 17, 2001; and
WHEREAS, the NRCB structure was outlined in Resolution 01-88 as comprised of 11 members, three representing each council district, a member representing the Park Board, and a member representing the former Citizen’s Environmental Committee, with three City Councilmembers serving as ex-officio members; and
WHEREAS, the structure of the NRCB has evolved over time; and
WHEREAS, it is the desire of the Council to amend the current NRCB structure to include one (1) additional at large member with a two-year term; and
WHEREAS, the new structure of the NRCB will consist of two (2) members from each Council ward and four (4) at-large members, one (1) of whom will serve as Chair for a total of ten (10) members.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that a resolution is hereby approved amending the attached policy for process for selection, structure, format, and charge of the Natural Resource Conservation Board.
