Background
Notice for this hearing has been published and mailed.  An informal open house meeting was held on April 29, 2014 and two property owners attended.  
 
The proposed improvements for this project include asphalt pavement replacement, gravel shouldering, storm drainage improvements, culvert replacements and cleaning, ditch cleaning and regrading, traffic control signage, and appurtenant construction of Baltimore Street from 91st Avenue to Eldorado Street, Radisson Road from Eldorado Street to 93rd Lane Extension, Eldorado Street from 91st Avenue to Radisson Road and Hastings Street from Radisson Road to the cul de sac.  The estimated total cost of the project is $823,900.00 with $269,378.85 proposed to be assessed amongst benefitting properties over a ten-year period using the front footage method for commercial/industrial properties as identified in the Public Improvement Special Assessment Policy.  Replacement of existing sanitary sewer castings/rings at an estimated cost of $10,250.00 is proposed to be paid for by the City Public Utility Fund. The remaining portion of $544,271.15 is proposed to be paid from the City's Pavement Management Program Funds.  
 
The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 14-064 of the Blaine City Council, adopted on the 17th day of April, 2014 , ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 15th day of May, 2014, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 14-064 adopted on the 17th day of April, 2014.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
 
3. The contract shall be awarded no later than May 14, 2015.
