Declaring Surplus Property and Authorizing Sale, Donation, and/or Disposal Thereof

end

Executive Summary

Per City Policy, surplus property must be declared as such by resolution prior to disposal, sale, or donation of the items.

Background

As City Hall renovations wrap up, staff has identified many items that are no longer of use and at this time there are a number of items that can be declared as surplus. Policy allows for the following disposal methods for surplus property:

1.                     Disposal by public auction

2.                     Disposal by donation - property may be transferred or donated to another public or non-profit corporation.

3.                     Disposal in the trash if determined the items have no useful life or parts and has no value.

A list is attached of the items being requested to be declared as surplus.

In addition to declaring this property as surplus, staff is seeking Council approval to dispose of the property in one of the three methods outlined above. Staff will first seek to donate any usable and relevant equipment to other government agencies or non-profits if there is interest. Any useable items of value will be forwarded to the State of Minnesota for public auction. Proceeds from any sale will be placed in the Facilities Fund. Additionally, Staff is seeking approval to dispose of broken items with no useful remaining life. Many remaining items are cubical panels and desks that were removed as spaces were remodeled. Staff does not believe that the cubical panels and cubical desks will have value as they are space specific and many are dirty and damaged.

Staff Recommendation

By motion, adopt the Resolution.
