Planning Commission

The Planning Commission meeting is scheduled for Tuesday November 14th. The results of that discussion will be relayed at the City Council meeting.

 

Background

Sky Zone is proposing to occupy the building previously occupied by Old Chicago (near Northtown Mall) and several other tenants over the years. Sky Zone would occupy the entire building which would include approximately 37,000 square feet.  Recreation type uses require a conditional use permit in the B-3 zoning district.

 

Sky Zone is an indoor trampoline park that would include activities for all ages.  The attractions within the building include: freestyle jump, basketball sky slam, dodgeball, ninja course, and a toddler area to name a few. The building will include a mezzanine area for three party rooms that is included in the 37,000 square feet of floor area. The recreation use is expected to employee 10-15 full-time employees and 60-70 part-time employees.  The trampoline park will be open Tuesday-Thursday 4-8 pm, Friday 11 am-10 pm, Saturday 10 am-10 pm, and Sunday 11 am-7 pm.

 

One of the most obvious concerns that prompts the conditional use permit review process is that of parking.  The City does not specifically have a parking calculation for this type of recreation. Blaine and other similar cities have a section in the zoning ordinance that allows staff and the Council to determine the appropriate number of parking spaces for a gym or recreation facility.  Other cities have a parking calculation for a community center, which is the most similar use that could be found in other cities zoning ordinances.  The parking calculation for a community center is one space for every 300 square feet of floor area.  Blaine has used this number for parking calculations for our larger gyms.

 

The total square footage of the proposed Sky Zone would be 36,844 square feet. A total number of 122 parking spaces are required on site.  The site plan indicates that 89 parking stalls will be provided on their site. The applicant is able to use 33 or more stalls on the adjacent Northtown Mall site through a shared parking agreement. Given this information staff believes that the parking on site is adequate for the proposed use on site. 

 

Recommendation

By motion, approve the Resolution.

Body

                     WHEREAS, an application has been filed by Erik Dahlgren/Sky Zone as Conditional Use Permit Case File No. 17-0045; and

 

                     WHEREAS, a public hearing has been held by the Blaine Planning Commission on November 14, 2017; and

 

                     WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved as presented; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on November 16, 2017.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 30.24 (b) of the Zoning Ordinance to allow the operation of a Sky Zone trampoline park at 198 Northtown Drive based on the following conditions:

 

1.                     Any expansion of the recreation use would require a conditional use permit amendment. 

2.                     Sky Zone must adhere to all signage and temporary signage requirements of the Zoning Ordinance.  All signage and temporary signage requires a separate permit. 

3.                     The business to operate as described in the attached narrative.

4.                     The applicant will need to manage parking demand by limiting class size and trampoline time slots if necessary so as to not create a parking issue on site. 

5.                     No activity is to be conducted outside the building.

6.                     The interior/exterior tenant finish work to be completed with review and permit meeting all Building and Fire Code requirements.

7.                     A Certificate of Occupancy is required prior to occupying the space.
