AMEND THE 2014 COMMUNITY DEVELOPMENT BUDGET TO ADD A RESIDENTIAL BUILDING INSPECTOR POSITION
 
Background
The 2014 Adopted Budget for the Building Inspection division included staffing for five inspectors plus a part-time seasonal (6 months at 32 hours per week) inspections intern.  Building permit issuance in 2014 has exceeded expectations, especially for residential inspections of new homes and improvements to existing homes (e.g., decks) and this pace of development is expected to carry through to 2015 and into the foreseeable future.  Thus, staff is requesting the addition of a full-time Residential Building Inspector to keep pace with the demand for timely issuance of permits.  The position is a Grade 8 on the City's Adopted Pay Plan and would require an appropriation of $35,000 to fully fund the position through the end of the year.  Funding for this appropriation would come from additional building permit fees, which are on track to exceed the 2014 budgeted amount
 
Recommendation
Approve following resolution:
 
Body
WHEREAS, Sound budgeting principles promote appropriating necessary funds required to accomplish approved objectives; and
 
WHEREAS, the City Council previously approved staffing in the Building Inspections Division based on previous years' activity; and
 
WHEREAS, actual permitting and inspections activity has exceeded original 2014 expectations; and
 
WHEREAS, the increased activity in the building inspections division has generated additional permitting fees that would fund the additional appropriation required in Building Inspections;
 
NOW THEREFORE BE IT RESOLVED that the City Council of Blaine amends the 2014 General Fund Budget, and authorizes the City Manager to increase the 2014 budget for Building Permits, account 10.70.760.761-3204, by $35,000; and appropriate up to an additional $35,000 to Building Inspections wages, accounts 101.70.760.761-4100 - 4199 as needed.
