Background
Bids were received at 10:30 AM, December 2, 2014 for Project No. 11-08.  A total of one bid was received at $268,108.50.  The bid was:
 
Mark J. Traut Wells, Inc.
$268,108.50
 
The bid has been checked and tabulated and it has been determined that Mark J. Traut Wells, Inc. of Waite Park is the lowest bidder. The Engineering Department has worked with Mark J. Traut Wells, Inc on a previous contract.  I recommend the bid be accepted and a contract entered into with Mark J. Traut Wells, Inc.
 
City Council is also asked to approve a 10% contingency to bring the total project budget to $294,919.35.  The funding source for this project is City Public Utility Funds and there are sufficient funds to cover these costs.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, pursuant to advertisement for bids for Improvement Project No. 11-08, said bids were received on December 2, 2014, opened and tabulated according to law, and the following bids were received complying with the advertisement:
 
Mark J. Traut Wells, Inc.
$268,108.50
 
AND WHEREAS, Mark J. Traut Wells, Inc. of Waite Park is the lowest responsible bidder.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Mayor and City Manager are hereby authorized and directed to enter into a contract with Mark J. Traut Wells, Inc. for the designated improvements in the amount of $268,108.50.
 
2.      A 10% contingency is hereby approved to bring the total project budget to $294,919.35 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
 
3.      The City Clerk is hereby authorized and directed to retain the bid bond of the successful bidder until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
