AMEND 2013 BUDGET
Background
During the 2013 budget process, appropriations were reduced in the Building Inspections area for the early retirement of a Grade-12 Senior Building Inspector and the promotion of a part-time intern to a full-time Grade-8 Residential Building Inspector position. As 2013 progressed and the pace of building activity increased, Council approved the replacement of the intern position, and at the May 2, 2013 Council meeting approved the hiring of an additional inspections intern to allow Building Inspections to issue permits within a reasonable time-frame. While the additional staffing was approved, no funding appropriation was made. Additionally, with staffing lapses in the Safety Services area, excess appropriations exist with which to fund the shortfall in the Inspections area. Thus, staff is requesting that Council approve the re-appropriation of $75,000 in the 2013 budget from Police patrol wages to Building Inspection wages as detailed in the following resolution.

WHEREAS, Sound budgeting principles promote appropriating necessary funds required to accomplish approved objectives; and
WHEREAS, the City Council previously approved additional staffing in the Building Inspections Division; and
WHEREAS, no additional budget appropriation was made to fund the additional staffing; and
WHEREAS, due to hiring gaps and staffing delays, excess appropriations exist in the Police Patrol Division with which to fund the appropriation gap in Building Inspections;
NOW THEREFORE BE IT RESOLVED that the City Council of Blaine amends the 2013 General Fund Budget, and authorizes the City Manager to re-appropriate $75,000 from Police Patrol wages, account 101.40.460.462-4101 to Building Inspections wages, account 101.70.760.761-4101.
