Title
APPROVE ANNUAL MAINTENANCE/HOSTING SUBSCRIPTION FOR ELECTRONIC AGENDA SERVICES AND PURCHASE OF NEW ENCORDER WITH GRANICUS, INC.
Background
On January 7, 2011, the City entered into a contract with Granicus, Inc. to implement Legistar, the automated electronic agenda creation and maintenance process we use for Council and Board/Commission meetings. The annual subscription includes the electronic agenda system, software support and information hosting services, including live streaming and on-demand viewing of meetings. The funding for this system comes from the City’s Cable Television Fund and the cost is $25,140 for the first year with 5% increases in the subsequent two years. Total cost is $26,397 for the second year of the contract and $27,717 for the third year as outlined in the attached agreement.
In addition, as part of the upgrade of the City’s cable TV system, the system encoder requires replacement with an encoder that can process high definition signals for the internet. The encoder is what allows staff to index Council items in the video timeline for on demand viewing. The agreement includes the cost to purchase, ship, and configure the encoder appliance for a total of $4,500.
The request to approve the above referenced contract is pursuant to the Blaine City Charter section 6.05, which requires City Council approval of all purchases or contracts in excess of $20,000.
Recommendation
By motion, approve three-year maintenance/hosting subscription payment and purchase of replacement encoder from Granicus, Inc.
