Background
Dan Hauck has been named the Chief Building Official effective June 11, 2012. His former position is being modified and is in the process of a search to replace him. The spring/summer building boom with 67 new home permits in April/May and several commercial projects, combined with being an inspector short, has pushed the time frame for inspection response well beyond the 2-3 days normally experienced during the summer period.
 
The City has the opportunity to utilize an internship position to handle the more routine aspects of residential inspections (sheds, pools, fences, decks) plus provide additional public counter, phone and scheduling help. This would allow the remaining inspection staff to focus on the more complex issues/inspections. While the City has successfully used interns in many other departments the Building Department has not. We would be working with one of the vocational/trade schools to identify an individual that has completed necessary course work and certifications but lacks the experience of a full inspector.
 
The budget for this position would be up to $14,000 and is based on 32-40 hours per week at $12.00-15.00 per hour (no benefits) depending on qualifications. This would be a temporary position that would end on or about November 2nd, 2012. The selection process would begin immediately if approved.      
 
Recommendation
By motion, approve the establishment of an internship position for the Building department.
