Title
AUTHORIZE A PROFESSIONAL SERVICES CONTRACT WITH BARR ENGINEERING FOR DESIGN OF RENOVATION IMPROVEMENTS TO WTP 1-3
Background
The City of Blaine contracted with Barr Engineering on September 21, 2020 to conduct a Condition Assessment for each of our three existing Water Treatment Plants to determine the condition of each water treatment plant and its individual components, and identify those elements that need rehabilitation or replacement.
The consultant team has developed a Technical Memorandum of the results and grading for the various components as well as recommendations for renovation improvements. Staff has requested a proposal to develop the plans, specifications and bidding documents for each site.
The attached proposal details the Scope of Work and estimates the fees to prepare the documents at $94,600.00
Strategic Plan Relationship
This action relates directly to the City of Blaine Strategic Plan Item No. 6 - Well Maintained Infrastructure and Desired Outcome - Reliable Utility Systems. This work will improve the conditions of our three existing water treatment facilities to meet the system demands, address Code issues, and maintain the quality of our infrastructure.
Financial Impact
The funding shall be from the Water Capital Improvement Fund. Funds were budgeted in 2020 for air compressor replacements, electrical upgrades, and painting improvements totaling $195,000. These funds were used instead used to perform the condition assessment and related feasibility studies for $63,600 as approved in September, and will also be used to complete this design contract.
Recommendation
By motion, authorize the Mayor and City Manager to enter into a contract with Barr Engineering to design the facility improvements at Water Treatment Plants 1-3 in the amount of $94,600.
