CALL FOR HEARING ON PROPOSED ASSESSMENT FOR PAVEMENT MANAGEMENT, 2014 STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 14-07

Background

Project No.14-07 includes spot concrete curb and gutter replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction.  The estimated total cost of the project is as follows:

Construction Costs .	$386,961.42
Engineering Costs	$  19,731.29
Interest ...	$       594.36
Administration, Assessing, Other ...	$  23,899.43
Total	$431,186.50

The total project cost indicated in the Feasibility Report was $675,000.00.

The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the total cost, the amount to be assessed is $76,836.98.  The Public Utility Fund will contribute $33,211.37 for water and sewer improvements.  Pavement Management Program (PMP) Funds contribution is $321,138.15.

Recommendation

By motion, approve the resolution.

WHEREAS, pursuant to Resolution No. 14-193  passed by the Blaine City Council on October 2, 2014, the City Manager was directed to prepare a proposed assessment of the cost for spot concrete curb and gutter replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction in the following described area:

131^st Avenue from approximately 340 feet west of the Central Ave Service Road to the cul de sac

130^th Lane from Johnson Street to Lincoln Street

130^th Avenue from Johnson Street to Lincoln Street

129^th Lane from Johnson Street to Lincoln Street

Lincoln Street from 129^th Lane to 130^th Lane

Johnson Street from 129^th Avenue to 131^st Avenue

Jackson Street from 99^th Avenue to 175 feet south of 101^st Avenue

99^th Lane from Jackson Street to 99^th Circle

99^th Circle from 99^th Lane to 99^th Lane

AND WHEREAS, the City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.      A hearing shall be held on the 6th day of November, 2014, in the Council Chambers at Blaine City Hall at 8:00 PM, or as near that time as possible, to pass upon such proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

2.      The City Manager shall give published and mailed notice of such hearing as required by law.
