Background
Since 2009, improvements have been made to the City's Open Spaces as recommended by the Open Space Management Plan.  This work restores and preserves parts of the city consistent with the pre-development condition of Blaine.  It also provides natural, quiet settings for residents to enjoy nature and become familiar with the diverse plants and habitats of the Anoka Sandplain.
 
The large, 500 acre open space west of Lexington and north of 109th Ave. has not been improved to date.  This is due to the wetland banking project initiated by the EDA in part of the open space area.  That project has progressed to the point which now allows planning of trails and other amenities throughout the 500 acres.  Presentations have been made at City Council workshops to explain the goals for this area and the schedule of improvements.
 
A request for proposals (RFP) was sent out to ten (10) prospective bidders with responses from four (4) interested contractors.  The contractor who is awarded the project will develop a detailed conceptual plan of improvements which will serve as the base for final design and construction.  Proposals were reviewed by three individuals and were evaluated on completeness of the proposed scope of work, expertise and experience with this type of project, and project cost.

It is recommended that the project be awarded to Stantec Consulting Service, Inc.  Even though the Stantec proposal has the highest cost component, reviewers scores reflected the fact that Stantec provided the best understanding of the proposed project and presented a work plan that exhibited the greatest ability to achieve the goal.  They were the most thorough in detail which installed the confidence that they could deliver the product desired.  Costs are not to exceed the amount proposed.
 
Recommendation
Motion to authorize City Manager to enter into contract with Stantec Consulting Service, Inc. in the amount of $22,279 for Open Space improvements for Site No. 7.
