Title
ADOPT 2014 CABLE TELEVISION BUDGET
Background
Staff presented a proposed 2014 Cable Television Fund Budget for discussion at the September 12, 2013 Council Workshop. Council reviewed the proposed budget and indicated their conceptual approval to the budget presented. Staff has made adjustments to the proposed budget, which is attached. A summary of the budget is as follows:
· Revenues are expected to increase by $20,000 from 2013 projections due primarily to the cable commission's plan to share a greater portion of franchise fee proceeds with the member cities. Interest earnings are also expected to increase.
· Budgeted operating expenditures are $120,980, which is $2,850 (2.4%) above 2013 projections. This has been reduced by $20,520 from the budget presented at workshop after staff corrected the amount the Cable Fund will pay in administrative fees to the General Fund.
· Planned capital expenditures include:
o $20,000 for audio-visual upgrades to Cloverleaf Farms Room A
o $7,500 for projection equipment installation in the Sanctuary
o $7,500 for audio-visual upgrades to the Manager's Conference Room.
Recommendation
By motion, adopt the attached resolution

WHEREAS, the proposed Cable Television Fund Budget for the fiscal year commencing January 1, 2014 has been prepared by the City Manager; and
WHEREAS, the City Council has examined, studied and reviewed said proposed Cable Television Fund Budget; and
WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Cable Television Fund Budget as they consider necessary, desirable or expedient;
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council of the City of Blaine as follows:
1. That the proposed Budget for the Cable Television Fund attached hereto is approved.
2. That the 2014 appropriations attached hereto are approved.
3. That the 2014 funding sources identified and attached hereto are approved.
That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Cable Television Fund Budget.
