Executive Summary
Improvement Project No. 19-22 was a joint cost share project with the City of Coon Rapids and included the reconstruction of University Avenue from 125th Lane to Bengal Drive. The project was ordered by the City Council on November 18, 2019 with Resolution No. 19-179. The construction contract was awarded to Dresel Contracting Inc. by the City Council on June 1, 2020 with Resolution No. 20-84 and construction was completed in the fall of 2020.
Background
Improvement Project No. 19-22 included the reconstruction of University Avenue from 125th Lane to Bengal Drive. Proposed improvements included reclaiming the existing bituminous pavement, removal of all existing concrete curb and gutter, minor storm sewer improvements, aggregate base, installation of new concrete curb and gutter and bituminous pavement and appurtenant construction.

The total City of Blaine share of the estimated project cost indicated in the Feasibility Report was $193,750.
The Assessment Roll has been prepared consistent with the Feasibility Report.
Of the total cost, the amount to be assessed is $38,241.84. Pavement Management Program funds will contribute $71,024.87.

Body
WHEREAS, the City of Coon Rapids and the City of Blaine desired to jointly cause the improvements of reconstructing University Avenue from 125th Avenue to Bengal Drive for the benefit of the traveling public and a Joint Powers Agreement was entered into with the City of Coon Rapids; and
WHEREAS, a contract was entered into for reclaiming the existing bituminous pavement, removal of all existing concrete curb and gutter, minor storm sewer improvements, aggregate base, installation of new concrete curb and gutter and bituminous pavement and appurtenant construction in the following described area:
University Avenue from 125th Lane to Bengal Drive
AND WHEREAS, the City of Blaine share of the construction cost for such improvement is $83,719.84 and the expenses incurred in the making of said improvements amount to be $25,546.87 making the total cost $109,266.71.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The total City of Blaine share of the cost of such improvement is hereby declared to be $109,266.71.
2. The amount to be assessed is hereby declared to be $38,241.84. City of Blaine Pavement Management Program funds will contribute $71,024.87.
3. Assessments shall be payable in annual installments extending over a period of fifteen (15) years, the first of the installments to be payable on or before the first Monday in January 2022, and shall bear interest at the rate of three and five tenths percent (3.5%) per annum from the date of the adoption of the assessment resolution.
4. The City Clerk, with the assistance of the City Engineer, shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and she shall file a copy of such proposed assessment in her office for public inspection.
5. The City Clerk has notified the City Council that such proposed assessment has been completed and filed in her office for public inspection.
6. A hearing shall be held on the 5th day of April, 2021, in the Council Chambers at the Blaine City Hall at 7:30 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.
7. The City Clerk shall give published and mailed notice of such hearing as required by law.
