Background
An existing storm sewer line located between 2801 and 2811 Rice Creek Parkway had a collapse in a section of the pipe which caused a sinkhole to form in the yard.  During the excavation and repair of the collapsed section of pipe, it was discovered that the storm sewer line was not installed in the correct location when the development was constructed in 1998.  A portion of the storm sewer line and a buried manhole were found to be located on private property outside of the existing drainage and utility easement.
 
Staff approached the property owner about obtaining an additional easement to encompass the location of the existing storm sewer and manhole, but the property owner wanted the storm sewer to be relocated within the existing easement due to the negative affect an additional easement in this location would have on the property.
 
The proposed project will involve the removal and abandonment of approximately 90 feet of the existing storm sewer pipe, removal of the manhole and installation of a new segment of pipe and manhole within the existing drainage and utility easement.
 
The Engineering Department requested quotes from two contractors for construction of these improvements.  Quotes were received as follows:
 
Kevin Casey, LLC
$15,700.00
Metro Utilities
$18,440.00
 
It is recommended that a contract be entered into with Kevin Casey, LLC in the amount of $15,700.00 in accordance with their quote dated February 3, 2012.  City Council is also asked to approve a 10% contingency to bring the total project budget to $17,270.  The project will be funded by the Stormwater Utility Fund and there are sufficient funds to cover these costs.
 
Recommended Council Action
By motion, authorize City Manager to contract with Kevin Casey, LLC in the amount of $15,700.00 for construction of the Rice Creek Parkway/89th Lane storm sewer repair.
