Background
The KFC and Wendy's restaurants located at 8780 and 8775 University Avenue have been on one common lot since they were built in the early 1980's. Additionally most of the property is within the City of Coon Rapids with only a very small portion of the street frontage in the City of Blaine. The owner wishes to split the property creating a separate lot for each building. The City would have delegated our subdivision authority to Coon Rapids in this instance but a City Council resolution is required for the plat to be recorded.
 
Because of the unusual nature of the request this item did not go to the Planning Commission for Public Hearing. It will however be presented before a public hearing in Coon Rapids on July 17th. Blaine did send notice to adjacent properties informing them of this proposed City Council action.
 
Recommendation
By motion, approve the Resolution.

      WHEREAS, an application has been filed by Richard Nordlund as subdivision Case File No. 14-0035; and
 
      WHEREAS, said case involves the division of land described as follows:
 
PARCEL 1

      WHEREAS the Blaine City Council has reviewed said case file on July 10, 2014.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that preliminary plat approval per Section 74-42 of the subdivision regulations is hereby granted for Tyler Addition permitting preparation of a final plat for approval per Section 74-43 subject to the following conditions:
 
 
1.      The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreement and releases related to the approval, recording or administration of Tyler Addition.
2.      Applicant to request and receive subdivision approval from the City of Coon Rapids.
