DECLARE ADEQUACY OF PETITION AND ORDER PREPARATION OF FEASIBILITY REPORT FOR LEVER STREET NORTH OF 125TH AVENUE, IMPROVEMENT PROJECT NO. 16-10
Background
On February 29, 2016 and March 3, 2016, signatures were received on a petition for utility improvements in Lever Street north of 125th Avenue. The petition is signed by owners of 75% of the frontage on Lever Street north of 125th Avenue.
The exact improvements to be included in the proposed Lever Street project have not been identified and the distance north of 125th Avenue has not been specified by the property owners. This information will be provided by those that signed the petition later this year. A feasibility report will be prepared after the project is further defined by the property owners this fall for 2017 construction.
If approved, this resolution accepts the petition and orders preparation of a feasibility report. Property owners will have to define what improvements are being requested and how far they will be extended in Lever Street north of 125th Avenue before the feasibility report can be prepared.
Recommendation
By motion, approve the Resolution.
Body
WHEREAS, the City Council has received a petition dated February 23, 2016 requesting the construction of sanitary sewer and water main in Lever Street NE north of 125th Avenue; and
WHEREAS, the property owners will provide additional information in the fall of 2016 as to the improvements to be included in the project and the extent of properties to be served by the improvements; and
WHEREAS, the property owners have asked for improvements to be built in 2017; and
WHEREAS, the petition is hereby declared to be signed by the required percentage of owners of property affected thereby.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
