Executive Summary
The City of Blaine Police Department will provide security for the 3M Open PGA Tour event on July 19-25, 2021. As part of the security plan, Incident Command is requesting Council adopt a resolution that will address necessary security aspects of the tournament and authorize Command staff the ability to make changes as deemed necessary to ensure the event is safe for members, guests, neighborhood residents, and any public. Staff will work closely with Anoka County, 3M Open staff, TPC, and other officials to ensure communication continues for all involved.
Background
The 3M Open is an annual PGA Tour event that takes place at the TPC Twin Cities in the City of Blaine. The event brings 156 of the best professional golfers in the world to Blaine each year. The 3M Open has an estimated $50 million per year economic impact for the region attracting tens of thousands of spectators each year.

The City of Blaine Police Department is reimbursed by 3M for all expenses incurred from providing security at this event.

Body
WHEREAS, the City will be host to the PGA 3M Open July 19-25, 2021, at the TPC Twin Cities; and
WHEREAS, the 3M Open is a significant public event that has brought tens of thousands of people to the City of Blaine each year; and
WHEREAS, the City of Blaine Police Department provides security for this event each year; and
WHEREAS, the Blaine City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
WHEREAS, City Code requires a resolution authorizing the temporary closure of public roads; and
WHEREAS, the temporary closure will not adversely affect traffic safety; and
WHEREAS, public safety is paramount for all involved, including attendees and residents.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council hereby authorizes Incident Command the ability to implement/conduct the following security and safety elements for the 3M Open:
1. Temporary road closures are hereby authorized for other streets, including private streets, as deemed necessary by Incident Command throughout the event:
• TPC Parkway/111th Avenue
• 113th Avenue/Arnold Palmer Drive
2. Temporary road closures will occur between the hours of 6AM and 9PM, beginning July 19 through completion of the tournament.
3. Temporarily suspend enforcement of the City’s noise ordinance Sec. 50-203 that restricts noise between the hours of 10PM and 7AM as the 3M Open is an exception to the noise ordinance as an activity duly authorized by the City as defined in Ordinance.
4. Authorize Incident Command the ability to make changes as deemed necessary based on input and activity observed and learned throughout the event.
5. Restrict access to areas through adoption of Perimeter Security Plan that includes security passes and/or credentials issued by Incident Command, Plan of which will be on file with Incident Command and deemed not public per Minnesota Statute 13.37, including but not limited to:
• Radisson Road and TPC Parkway
• 109th Avenue and TPC Parkway
• 11300 block of Arnold Palmer Drive
