SECOND READING
AMENDING RESOLUTION NO. 03-249, ESTABLISHING THE FEES FOR PARK DEDICATION FOR THE CITY OF BLAINE
Background
On December 18, 2003, Resolution 03-249 was approved by the City Council and directs that on January 1 of each year dedication fees shall be adjusted. Park dedication fees are placed in the fee schedule that is updated annually by Ordinance.
The adjustment is determined by the percent of increase in the fair market value of undeveloped land within the City and must not exceed a 10% increase. The Park Board has recommended to the City Council an increase in Park Dedication fees based on the following:
Blaine still ranks 10th out of 14 in residential fees for metro cities in the attached 2014 Comparison for Park Dedication Fees. Residential park dedication fees have been near the bottom since surveys have been conducted by Parks and Recreation staff. Blaine is ranked in the middle of the cities for commercial fees.
The Planning Department estimates a continued increase in new housing permits and of greater importance new land development. Future parks, open space, and trail development should keep pace with this growth through measured annual increases in park dedication fees.
First reading of the ordinance was held on November 6, 2014, and staff is recommending City Council adopt the following increases in park dedication fees for the 2015 as referred by the Park Board.
Development 2014 Fee 2015 Fee % Increase $ Increase

Commercial $8,289/acre $8,704/acre 5% $415
Industrial $5,528/acre $5,803/acre 5% $275
Recommendation
By motion, hold second reading and adopt the proposed Ordinance.
