APPROVE AN OFF-SITE GAMBLING PERMIT FOR SPRING LAKE PARK DISTRICT 16 YOUTH HOCKEY AT FOGERTY ARENA, 9250 LINCOLN STREET NE, BLAINE
This provides for the legal operation of charitable gambling at an off-site location.
 
Background
Stacy Klepsa, President for Spring Lake Park District 16 Youth Hockey, 9250 Lincoln Street NE, has submitted an application for an Off-Site Gambling permit to allow charitable gambling be conducted in the rink area at Fogerty Arena, 9250 Lincoln Street NE on March 1-3, 2013.  This is outside the parameters of their premises permit which is for the restaurant.
 
The Gambling Control Board requires a sponsoring organization obtain approval within a city through a resolution and City Council in order to conduct off-site gambling.   A charitable gambling applicant has sixty (60) days from the date of their application to present such a resolution to the Gambling Control Board or otherwise forfeit their gambling activities.
 
Recommendation
By motion, approve an Off-Site Gambling permit to allow charitable gambling be conducted by Spring Lake Park District 16 Youth Hockey, in the rink area at Fogerty Arena, 9250 Lincoln Street NE on March 1-3, 2013.
 
 
Body
WHEREAS, the Spring Lake Park District 16 Youth Hockey, 9250 Lincoln Street NE  has applied for an off-site gambling permit in the rink area at Fogerty Arena,  9250 Lincoln Street NE, to be held on March 1-3, 2013, and
 
WHEREAS, Minnesota Statutes 349.165, Subd. 5, states a licensed organization may conduct lawful gambling on a premises other than the organization's permitted premises if it has first submitted to the board an application and lease on forms provided by the board, obtained authorization within the City required under section 349.213, Subd 2 within sixty (60) days of the date of application.   
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
 
The application for the off-site gambling permit for the purpose of conducting charitable gambling is hereby approved.
 
A certified copy of this resolution shall be provided to the applicant as soon as possible for submittal to the Gambling Control Board.
