IMPROVEMENT PROJECT NO. 12-01
 
Background
The proposed improvements include a 1½ inch bituminous overlay, edge milling, and appurtenant construction on various city streets.  The estimated total cost of the project is $373,125 with $106,381 proposed to be assessed over a five-year period.  The proposed assessment rate is $509 per residential lot.  The remaining portion of $266,744 is proposed to be paid from the City's Pavement Management Program Funds.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

By motion, adopt the resolution.
 
Body
WHEREAS, pursuant to Resolution No. 11-0115 adopted on the 15th day of September, 2011, by the Blaine City Council, a report has been prepared by the City of Blaine, Engineering Department, with reference to the Pavement Management Program 2012 Bituminous Overlay of various city streets, and this report received by the Council on the 19th day of January, 2012.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $373,125.
 
2.      A Public Hearing shall be held on such proposed improvement on the 16th day of February, 2012, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
