Title

RESOLUTION ESTABLISHING COMMUNITY CENTER PARTNERSHIP PRINCIPLES AND VALUES BETWEEN THE CITY OF BLAINE AND THE YOUNG MEN’S CHRISTIAN ASSOCIATION (YMCA) OF THE GREATER TWIN CITIES

 

Background

 One of the items that the Community Center Task Force is pursuing is a private partner to operate parts of a potential community center.  The Task Force is recommending the YMCA as the potential partner for this project.

 

The City Council has reviewed this proposed resolution at an earlier workshop and suggested the addition on one whereas stating that the task force is requesting the City Council to approve this resolution.

 

The purpose of this resolution is to allow the City, Task Force and the YMCA to start discussions on a possible partnership.  An actual operations agreement would follow if all parties come to an agreement.

 

Recommendation

By motion, adopt a resolution establishing community center partnership principles and values between the City of Blaine and the Young Men’s Christian Association (YMCA) of the Twin Cities.

 

Body

WHEREAS, it is the mission of the Young Men’s Christian Association (YMCA) to develop the whole person - spirit, mind and body through character developing programs that build strong kids, strong families and strong communities; and

 

WHEREAS, beyond the typical health and wellness offerings, the YMCA has a full complement of community-enhancing services, including many that it makes available in the communities it serves irrespective of membership status; and

 

WHEREAS, it is the intent of the City Blaine to explore providing a multi-purpose community facility (YMCA/Community Center) that offers a variety of community based recreational, educational, social, and athletic activities and programs; and

 

WHEREAS, it is the desire of the YMCA Twin Cities and the City of Blaine to explore a partnership to develop a Community Center/YMCA in the City of Blaine; and

 

WHEREAS, the Community Center Task Force has exercised an open process and actively solicited a competitive process to encourage multiple parties to be able to compete for a partnership for the purpose of ballot preparation for the upcoming referendum question in the November 8, 2016, General Election; and

 

WHEREAS, the Blaine Community Center Task Force is requesting the Blaine City Council to enter this partnership principles agreement with the YMCA of the Greater Twin Cities.

 

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE YMCA AND THE CITY COUNCIL OF THE CITY OF BLAINE:

 

1.                     That the YMCA and the City of Blaine work on establishing a partnership for the purpose of developing, constructing and managing a YMCA/Community Center to be located in the City of Blaine;

 

2.                     That the design, development, construction and operation of such Community Center/YMCA be based on the following principles and values:

a.                     That the YMCA/Community Center be constructed in a cost-effective, aesthetically pleasing and attractive manner consistent with the values that incorporate high quality workmanship, durability of design and material, usability and efficiency;

b.                     That the Community Center/YMCA design team will include staff representation from the YMCA to consider YMCA operational needs are anticipated and vetted and YMCA design characteristics are incorporated;

c.                     Initial capital funding for the development and construction of the YMCA/Community Center will be sourced from a combination of City Bonding and a YMCA capital contribution.  Both contributions are dependent upon voter approval of the City bonding referendum, and the YMCA contribution will be dependent on YMCA General Board approval, the successful completion of a YMCA capital campaign, or both;

d.                     Upon completion of development and construction of and commencement of operations at the Community Center/YMCA, ongoing operating revenues will be expected to be sufficient to cover operating expenses, depreciation and capital reserves and  said revenues will be based largely on membership user fees and other sources of operating revenue deemed appropriate to support the operation of the facility;

e.                     Upon completion of development and construction of and commencement of operations at the YMCA/Community Center, the operation of the facility will be conducted in a business-like manner with the intent of supporting facility operation primarily through public and private use, with minimal public subsidy outside of CITY responsibility for debt service on its bond financing;

f.                     Unless otherwise negotiated and agreed, CITY portions of the Community Center/YMCA - namely the athletic courts, meeting/community rooms and senior center - will be managed and accounted for independently of the financial and operating performance of YMCA-managed portions.

g.                     Partnership principles will be based on a commitment of mutual respect, transparent and open communication and appreciation in meeting the needs of both the CITY and the YMCA.

 

3.                     That, within available resources, the YMCA will endeavor to accommodate all who wish to participate in YMCA programs and services.

4.                     That no one will be denied access to YMCA programs or services based solely on an inability to pay.

5.                     The City of Blaine and YMCA will jointly direct and manage all functions and services provided in the facility through a separate joint use agreement.
