Executive Summary

Council is requested to approve a contract for professional services for preliminary design and preparation of a feasibility report for the 2023 Southwest Area Street Reconstructions, Improvement Project No. 23-07. 

 

Background

The Engineering Department has identified three separate street improvement projects for the 2023 pavement management program.  For each of these projects, staff requested a letter of proposal from an engineering firm that is in the consultant pool that the City Council adopted on August 2, 2021 with Motion 21-114.

 

The 2023 Southwest Area Street Reconstruction Improvement Project, Improvement Project No. 23-07, includes the following streets:

 

Area 1:

                     90th Avenue (from Polk Street to cul-de-sac)

                     90th Lane (from Polk Street to Fillmore Street)

                     91st Avenue (from Polk Street to Pierce Street)

                     Taylor Street (from 90th Lane to 91st Avenue)

                     Fillmore Street (from 90th Lane to 91st Avenue)

                     Pierce Street (from 89th Avenue to 91st Avenue)

 

Area 2:

                     3rd Street (from 90th Avenue to 90th Lane)

                     6th Street (from 90th Avenue to 90th Lane)

                     90th Avenue (from 3rd Street to 6th Street)

                     90th Lane (from University Avenue to 7th Street)

 

Area 3:

                     92nd Avenue (from University Avenue to 3rd Street)

                     92nd Lane (from University Avenue to 3rd Street)

                     3rd Street (from cul-de-sac to 92nd Lane)

 

Bolton & Menk, Inc. has provided the requested letter of proposal for the 2023 Southwest Area Street Reconstruction Improvement Project, Improvement Project No. 23-07.  The proposal, in the amount of $95,669 for preliminary design and preparation of a feasibility report for the project.  Staff reviewed the proposal, compared it with previous proposals for similar projects, and determined that the fees are justified and reasonable.  After completion of the feasibility report and upon ordering the improvements, a contract for final design and construction services would be negotiated with Bolton & Menk, Inc.

 

This project will be funded through proposed project assessments, Pavement Management Program funds and Public Utility funds.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high quality city streets.

Not required.

 

Financial Impact

The funding source for these improvements will be project assessments, Pavement Management Program funds and Public Utility funds.

 

Public Outreach/Input

The project, if ordered, will comply with all public notification requirements pursuant to MN Statutes, Chapter 429

 

Staff Recommendation

 

By motion, authorize the Mayor and City Manager to enter into a contract with Bolton & Menk, Inc. in the amount of $95,669 for preliminary design and preparation of a feasibility report for the 2023 Southwest Area Street Reconstruction Improvement Project, Improvement Project No. 23-07.   In addition, authorize a 10% contingency to bring the total project budget to $105,236 and authorize the Director of Public Works to sign all change orders up to the authorized project budget amount.
