Title
ADOPT 2013 CABLE TELEVISION BUDGET
Background
Staff presented a proposed 2013 Cable Television Fund Budget for discussion at the November 8, 2012 Council Workshop. Council reviewed the proposed budget and indicated their conceptual approval to the budget presented. No changes have been made to the budget since that workshop. A summary of the budget is as follows:
· Revenue increases $1,925 as cable related services decline slightly ($1,075, .7%) while estimated investment earnings increase by $3,000.
· Budgeted operating expenditures are $118,510, which is $1,900 (1.6%) higher than the 2012 Budget
· Planned capital expenditures include:
o $15,000 for technology updates in the City Council chambers and Cloverleaf Farms conference rooms
o $10,000 for wiring and AV design of third floor at City Hall
Also at the November 8 Workshop, Council requested from staff a copy of North Metro Telecommunications Commission's 5-year capital plan. The attached plan projects total capital spending of nearly $1.5 million from 2013 through 2017. NMTC projects to begin 2013 with a Capital Equipment Reserve of just over $500,000.

WHEREAS, the proposed Cable Television Fund Budget for the fiscal year commencing January 1, 2013 has been prepared by the City Manager; and
WHEREAS, the City Council has examined, studied, and reviewed said proposed Cable Television Fund Budget; and
WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Cable Television Fund Budget as they consider necessary, desirable, or expedient.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. That the proposed Budgets for the Cable Television Fund attached hereto is approved.
2. That the 2013 appropriations attached hereto are approved.
3. That the 2013 funding sources identified and attached hereto are approved.
That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Cable Television Fund Budget.
