Title
CERTIFY DELINQUENT UTILITY ACCOUNTS AND INVOICES TO RAMSEY COUNTY
Background
The Council annually certifies delinquent utilities to the County Auditor for collection with the following year’s property taxes.
Notice has been sent to all affected property owners regarding their respective delinquent bills. If payment is not received before the deadline for remittance to the county, the attached resolution authorizes staff to certify the amount due to the Ramsey County Auditor for collection with the 2013 property taxes. The delinquent account must be certified to the County within which the property lies. As Council is aware, a small portion of Blaine is in Ramsey County, and the property to be certified is within Ramsey County, thus a separate resolution is required to certify delinquencies for properties within Ramsey County.
The amount to be certified for collection is $2,528.44 for delinquent utilities. This marks the first time in at least 10 years that a Ramsey County property has been certified for delinquent utilities.
Body
WHEREAS, the records of the Public Utilities Billing Department list certain accounts as delinquent; and
WHEREAS, pertinent Minnesota Statutes authorize certification of the delinquent accounts to the County tax rolls for collection.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the City Clerk is hereby authorized and directed to certify to the County Auditor the amount of these delinquent accounts, together with a legal description of the premises served, as set forth below:

BE IT FURTHER RESOLVED by the City Council of the City of Blaine that the County Auditor is hereby requested to record the above delinquent account as part of the tax levy on the premises served to be collected during the ensuing year.

By motion, approve Resolution certifying delinquent utilities.
