Executive Summary
Staff is requesting formal City Council adoption of an American Rescue Plan (ARP) funding plan.
Background
Council last discussed ARP funding and uses at the November 21 Workshop. At the Workshop, Council consensus was to bring forward for approval the staff-recommended plan presented on November 21. A summary of the items to be funded through ARP includes:
- Water and sanitary sewer infrastructure - $4,263,793
o Water Utility Fund - $1,263,793 for the rehabilitation of water treatment plants #2 and #3
o Sanitary Sewer Utility Fund - $3,000,000 for the rehabilitation of lift stations and force main
- NSC assistance - $2,500,000 for economic assistance. On October 3, the EDA approved the expenditure of $2,500,000 of ARP for NSC assistance.
- North Metro TV (NMTV) assistance - $10,000 for costs associated with federal requirements to provide closed captioning services
- Administrative costs - $20,000 for assistance in establishing ARP accounts, vetting of plans to ensure adherence to ARP regulations, and plan monitoring and reporting
Additional Council direction was to direct any unspent appropriations for administrative costs and interest earnings on ARP funds to either water or sanitary sewer projects.
Strategic Plan Relationship
Adoption of the ARP Funding Plan would meet the Strategic Plan priorities of maintaining the city’s infrastructure and providing financial stability.

Financial Impact
ARP funding for water and sanitary sewer capital projects will allow for the issuance of less debt, thus relieving pressure to increase utility rates to fund capital needs.

WHEREAS, the American Rescue Plan (ARP), adopted in 2021 by an act of Congress, provided $1.9 trillion in funding; and
WHEREAS, the City of Blaine received $6,793,793 from the ARP program; and
WHEREAS, Best practices require the formal adoption of a plan for use of ARP proceeds;
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council approves the attached ARP Fund Plan and appropriates funding for the programs as outlined in the plan.
